Can I rent a flat at 16 if my Grandparents pay for it?

You will not be able to sign a lease at 16, no. You would have to have someone else named on the lease for you and they would be responsible for what happen there. If you get someone to lease it for you then yes you can live there. Be aware though, all the utilities also would have to be under someone else's name as well
