Why hasn't anyone every won the James Randi prize?

He's offered a million bucks for anyone who can show, in a double-blind experiment, the existence of the supernatural. Many have tried, all have failed. Is this just because James Randi is so much smarter than the average superstitious mook, or because there are no supernatural events?
