Why will my civic will not crank over?

I just put a new trans in my Civic 1.5 non v tec well... every thing went together fine.. i bought the car with no trans and i had to guess how to put everything back together ... well.. i have the Long power wire going to the starter and the starter signal wire that's it right and it grounds out threw my motor right? and the weird thing is... when i go to jump the starter.. with a screwdriver... it turns my fans on... and turns everything on like i turned the key on but does not crank it over... ?? i'm really confused any ideas?
